Mayoral Training in China

In 2008, the Joint US-China Cooperation on Clean Energy (JUCCCE) was asked by the Chinese government to develop an energy policy training program for the mayors of cities across China. JUCCCE, a Chinese NGO, reached out to Dr. Stephen Hammer, the Director of the Urban Energy Program at Columbia’s Center for Energy, Marine Transportation, and Public Policy for assistance with this initiative. Hammer, a part of the UCCRN global management team and a specialist in urban energy policy topics, and has previously conducted training on these topics for utility executives in the US and Europe and local government officials from Central America and a number of Chinese cities. Hammer developed 1- and 7-day training modules (involving a wide range of international academic, government, and private sector experts) designed to help promote the development of “Energy Smart Cities” across China.  JUCCCE has a three-year agreement with the government to provide this training, eventually expecting to provide training to more than 300 mayors and vice mayors representing a total urban population exceeding 700 million people.

“Mayors’ IPCC Symposium”

For immediate release

Seoul, Korea,  May 19, 2009—The Urban Climate Change Research Network (UCCRN) will host the “Mayors’ IPCC” Symposium on Thursday, 21 May, at the Shilla Hotel in Seoul, Korea, from 12:30 to 17:00, immediately following the C40 Large Cities Climate Summit. At the Symposium, a side event to the C40 Summit, emerging findings of IPC3 First Assessment Report will be presented. The International Panel on Climate Change in Cities (IPC3) First Assessment Report is written by experts from cities around the world to provided information on mitigation and adaptation for Mayors to combat climate change.

The Mayors’ IPCC Symposium will be hosted by Prof. Kwi-Gon Kim of Seoul National University and Dr. Cynthia Rosenzweig of NASA and Columbia University in New York. Dr. Cynthia Rosenzweig says, “The Mayors IPCC Symposium will provide key information for the C40 Mayors and their delegations regarding the latest information on mitigating and adapting to climate change in cities around the world. Working with expert colleagues from Seoul and other great cities on the Symposium and the IPC3 First Assessment Report is an exciting and important way for scientists to help policymakers respond to climate change challenges.” 

Shagun Mehrotra, an IPC3 expert and Managing Director of Climate and Cities, Columbia University, New York and GISS NASA, will present findings from Lagos and New Delhi providing insight on how megacities in developing countries are assessing climate risks and countering climate change. Further, Mr. Mehrotra will present the elements of a post-Copenhagen global institutional structure for a ‘Mayors’ IPCC’.  The IPC3 First Assessment Report is scheduled to be released in Copenhagen, Denmark in December, during the 15th Conference of the Parties of the UN Framework Convention on Climate Change.
